Gov. Eliot Spitzer wants the New York Racing Association to keep running thoroughbred racing in New York under a deal that could extend 30 years. The recommendation Tuesday now goes to the Legislature, where Spitzer’s choice faces an uncertain future because political discord has stalled negotiations.
