Charges were dismissed Monday against two former racing officials accused of falsely reporting the weight of prominent jockeys in 2004. The case against Mario Sclafani and former star jockey Braulio Baeza was based on faulty evidence, Saratoga County Court Judge Jerry Scarano ruled. The judge also concluded he had no jurisdiction over parts of the case from Queens.
